Joseph E. Herbert is an attorney with 30 years of experience in matters ranging from governance and finance to complex contract negotiations to compliance with government regulations and administrative policy to litigation and investigations.  Mr. Herbert has strong business and problem-solving skills first developed in his practice as a Certified Public Accountant for the first 3 years of his professional life.  Mr. Herbert further relates to the challenges of operating schools and other organizations because of Mr. Herbert’s experience as a small business owner.

Mr. Herbert has represented schools in protecting the privacy rights of students and employees, determining the rights of custodial and non-custodial parents regarding students, drafting student and employee handbooks and negotiating contracts relating to construction projects, leases and vendor services. 

Mr. Herbert takes pride in developing quick and affordable solutions to potentially prolonged and expensive problems.  Mr. Herbert has used these skills in roles at national law firms, international corporations and smaller firms focused on meeting the needs of small businesses, nonprofits and schools.

Mr. Herbert has worked with Eugene & Associates, PC for several years and associated with the firm in August 2024 in an Of Counsel capacity.  Educators and administrators face many challenges.  Mr. Herbert and Eugene & Associates handle many of the ancillary requirements which schools face so that educators and administrators can devote more time to enriching students.  Schools play a noble and vital role in developing the leaders of tomorrow.  Mr. Herbert is grateful to have the privilege of using legal and business skills to support this worthy endeavor of helping kids to become the productive adults of tomorrow.
