Strengths, Weaknesses, Opportunities and Threats or SWOT analysis is a powerful tool that when used properly can lead to immediate and sustained organizational change.  Mr. Eugene has led several teams through intense SWOT training producing SMART results.  For example, one client transformed the maintenance of their physical plant as a result of the feedback from the SWOT analysis.  Another, client was successful in promoting student programs that had been previously overlooked but represented a unique aspect of the school and its curriculum.  Today, the SWOT analysis can serve as a prelude to the Effective School/District Framework process, helping districts target where they are while uncovering pitfalls and potential.

The SWOT workshop takes place across two 4-hour sessions of intense analysis, review and introspection among the leadership team of the organization.  The leadership team is defined according to each client’s preference and often includes board members and senior staff.  After the workshop, the moderator prepares a report that is circulated for review.

The SWOT workshop is led by the attorneys and consultants of Eugene & Associates, PC.  EAPC focuses on school law and helping clients understand and navigate government rules and regulations.  Mr. Eugene formed EAPC in 2019, has practiced education law representing public schools for several years and has experience with state law and regulations regarding a variety of regulated industries including oil and gas, carbon sequestration, and utilities.   Dr. Bruce Marchand joined the firm in 2024 and brings prior experience as an educator, charter school superintendent and statewide administrator.
