Before the Meeting:
Notice must be posted 72 hours before the meeting. Texas Gov’t Code§ 551.043 The notice must include:

• “A governmental body shall give written notice of the date, hour, place, and subject of each meeting held by the governmental body.” Texas Gov’t Code§ 551.041
  The agenda must include:
• “A governmental body shall give written notice of the date, hour, place, and subject of each meeting held by the governmental body.” Texas Gov’t Code§ 551.041 “A governmental body must give the public advance notice of the subjects it will consider in an open meeting or a closed executive session.” Cox Enters., Inc. v. Bd. of Trs., 706 S.W.2d 956, 958 (Tex. 1986).

We must all start somewhere, and public opinion is where the rubber meets the road so to speak. Garnering the opinion of parents, staff, and students will give the Central Administration team a factual basis for the concerns that directly affect their school district. The District can convert these surveys into quantifiable data and integrate this new data with existing school test scores, and other established methods of measurement.

• Texas LEAs that commit to running a virtual or hybrid campus for the 2022-2023 school; and
• Who meet the requirements outlined in SB 15 which are:
  • An overall District Rating of C or higher for the 2018-19, or the year the latest performance rating was given.
    • Note: LEAs that do not have a prior performance rating, for example, LEAs established in school years 2019-20 or 2020-21, are eligible to launch local remote learning under SB 15 but will be subject to the performance rating constraint once a rating is assigned in a future school year
  • Include at least one STAAR-assessed grade level among the grade levels for which local remote learning is offered or include a complete high school program, including each course for which an end-of-course assessment is required to be administered.
  • Provide families an on-campus option. Local remote learning may not be the sole option offered to families, in general or for any given day that remote instruction is offered.
  • Administer assessments to students enrolled in local remote learning in the same manner as students learning on campus. LEAs must also periodically assess students in the remote learning program to assess progress.
  • Provide students enrolled in remote learning the ability to participate in any extracurricular activity sponsored or sanctioned by the LEA or by the University Interscholastic League in the same manner as other students.
  • Meet the needs of and comply with all relevant federal and state law and policy with respect to students with disabilities and English learners who are enrolled in a remote program.
  • Provide professional development on virtual instruction to all teachers delivering instruction in a local remote learning program.
  • Ensure that teachers delivering instruction in a full-time remote program have not been coerced in any way to take their full-time remote learning instruction position
  • Ensure teachers are not delivering instruction concurrently; concurrent instruction is instruction delivered to both on-campus and remote learners during the same class period, at the same time.

ESSER I funding is available from March 13, 2020, to September 30, 2022, and is supplanted
through state funding. The total amount given to the states was $1.2 billion. These funds
have been expended.

ESSER II funding is available from March 13, 2020, to September 30, 2023, and is partially
supplanted through the states. The total amount given to the states was $5.5 billion.

ESSER III funding is available from March 13, 2020, to September 30, 2024, and is not supplanted by the states. In a unique turn of events, school districts that receive ESSER III funds have more discretionary use of these funds. However, 20% of all funds used are required for addressing learning loss which includes the academic, social, emotional, and mental health needs of students and staff. The total amount given to the states was $5.5 billion.

The Handbook provides that Dyslexia and Dysgraphia are now evaluated under the single standard outlined in IDEA (“Individuals with Disabilities Education Act”) to ensure that the school districts and open-enrollment charter schools remain in compliance with federal “Child Find” requirements. Thus, if your LEA believes that a student has dyslexia, dysgraphia, or a related disorder, then the LEA must receive informed parental consent to conduct a Full
Individual Initial Evaluation (“FIIE”). Informed parental consent requires prior written notice and the receipt of the Notice of Procedural Safeguards provided by TEA.
